“Under review by whom?”
“That’s not your concern.”
Calloway gave a small, humorless smile. “It became my concern when you changed the rules after the first round.”
Several competitors had begun drifting closer. Nobody wanted to appear interested, but everyone was listening.
The document had apparently been faxed from the Armed Forces Competition Oversight Office in Washington. It cited the championship’s published rules, the registration packet, and the signed declaration each competitor had received that morning.
The event could include wind and distance variations, but only if those conditions were announced before the start of the competition.
The eight-hundred-yard stage had not been announced.
That much was clear.
What wasn’t clear was why the oversight office had intervened so quickly.
